3. People’s Armed Police
People’s Armed Police (PAP) is a paramilitary force under command of CCP with an estimated strength of 8-10 lakh personnel. It is the largest internal security force in the world. It has multiple roles which include guarding important installations, counter-terrorism and internal security. Chinese Coast Guard was also merged with PAP making guarding of Chinese coasts another responsibility of the organisation. It can also be used as light infantry to support regular PLA ground forces.

Earlier it had a dual command structure with CMC and provincial governments having joint control over the deployment of its troops.After reorganisation, CMC now has sole control over PAP and provincial governments will have to submit requests for deployment through PAP.
Structure
PAP consists of Internal Guard Force, Mobile Force, Coast Guards and training academies and research institutions. The new structure shown above came into existence in 2016. One of the major changes was the promotion of Discipline Inspection Commission to a first level organisation from its subordinate position to the Political Work Department. It was done to provide more powers to anti-corruption officers. The Equipment Department was elevated similarly to meet the specialised needs of PAP which were diverging from its older parent organisation, PLA.
Earlier PAP used to have 14 mobile divisions meant to perform internal security duties and had a secondary role of supporting PLA forces.They were renamed Mobile Detachments and some of them were allocated to provincial contingents which in theory could be utilised by local authorities for disaster relief and settling civil unrest.
PAP Special Operations Forces
PAP Special Operations Forces trace their origin to PLA’s Special Police Units in the 1980s. A unit codenamed Ministry of Public Security 772 Police Unit was raised in Beijing to handle any national level crisis like anti-hijacking, counter-terrorism, riot control and VIP protection. In 1983 this unit came under new PAP and became PAP Special Police Group and in 2002 became PAP Special Police College (Falcon Commando). Snow Wolf Commando Unit (SWCU) is the second PAP SOF unit. It was renamed Snow Leopard Commando Unit in 2008.
SWCU troops were sent to Iraq in 2004 to protect Chinese diplomats, making it the first deployment of Chinese troops in such a role
