Chinese have done a few changes to their Defence Mobilisation Law for the first time after 2010. With my limited understanding, following are the few major points of interest for people who don’t want to read it all.
1. The war can now be waged for “development interests” in addition to “sovereignty, unity, territorial integrity and security”. Seems like an excuse for military action over issues like Belt & Road Initiative, overseas investments, loans and supply lines.
2. Jinping and CCP have more control over defence mobilisation than before. Role of provincial governments has been curtailed a bit.
3. Dual-use technologies and infrastructure seemingly have a much greater role to play. Examples not directly mentioned but already being used include civilian ships, space, computing technologies, AI and more.
4. Informatization and Intelligentization seem to be more than just buzz words in Chinese war doctrine.
The line between provocations and actual kinetic warfare seem a lot more blurry now
